About Gujarat Administrative Reforms Commission (GARC)
Objective and Aim of Working
Reforms in Administrative structure and Governance structure -
- To review the organizational structure of the State Government and its departments, identifying overlapping functions, redundant institutions and inefficiencies.
- To recommend restructuring of government departments and agencies for better performance.
- To suggest measures to strengthen inter-departmental coordination and decision-making processes.
- To examine the role of district and taluka administration and make them more responsive and efficient.
Rationalization of Manpower and Human Resource Management -
- Conduct a comprehensive manpower review to assess skill level requirement and workload distribution across all government departments and institutions.
- To recommend redeployment outsourcing and rationalization of manpower wherever necessary to improve utilization of resources.
- To propose a mechanism for periodic training and capacity building of government employees to enhance efficiency and skill level.
- Develop guidelines for performance appraisal promotions and incentives to ensure accountability and competence in public services.
Financial management and resource optimization -
- To review the budget process and suggest reforms to make it more result oriented and transparent.
- To suggest optimal allocation of resources and recommend measures to reduce wastage costs.
- To suggest reforms to improve the efficiency and accountability of Public Sector Undertakings (PSUs) in the State.
- Developing strategies to mobilize additional resources through innovative financial mechanisms.
Decentralization and local governance -
- To review the functioning of Panchayati Raj Institutions (PRIS) and Urban Local Bodies (ULBs) and recommend measures to strengthen them.
- To make appropriate recommendations for devolution of powers, functions and financial resources to local bodies to make governance more decentralized and responsive.
- Recommend mechanisms for capacity building and improving accountability at the grassroots level.
Use of technology and innovation -
- Recommend strategies for harnessing emerging technologies (eg Artificial Intelligence (AI), Blockchain, Big Data) for better governance.
- To propose reforms to ensure effective use of technology in data-based decision making and service delivery.
Monitoring and evaluation framework -
- Develop mechanisms to monitor and evaluate the implementation of recommended reforms.
- To prescribe performance measures and accountability mechanisms for continuous review of progress.
